Local Programs

Delta County

The County of Delta has a program for Real and Personal Property Tax Rebates. These may be negotiated by the County Administrator with qualifying new business facilities and expanding business facilities that create a positive economic impact on the County’s economy. These property tax rebates may be available to any qualifying new or expanding “basic” industry creating primary jobs, importing dollars into the community, and meeting certain criteria or exclusions.

An eligible or expanding primary employer is one that derives at least 50% of its principal source of gross annual income from the sale of products or services outside Delta County either directly or indirectly through sales to a prime contractor. The intent of these guidelines is to assist firms engaged in manufacturing, processing, research and/or development, the providing of services, such as telecommunications, agriculture or agribusiness, or warehouse and distribution. An eligible new or expanding business cannot derive more than 25% of its gross annual income from direct retail sales.

City of Delta

The City of Delta offers a Business and Use Tax Credit Program. The City offers a potential refund on the use of tax paid on capital expenditures for businesses that meet certain City criteria. The City of Delta’s objectives include incentives for new businesses that locate to the City of Delta, existing businesses that are expanding their operations and local job creation, and increase the sales tax base. The City Manager and City Council determine the eligibility of businesses that may qualify for the program.

The City of Delta is also adopting a matrix program to utilize for businesses locating within a City of Delta Business/Industrial Park. There are 3 business/industrial parks in the process of being developed, and the City of Delta would like to encourage companies to locate to these areas. The criteria for incentive dollars are the same as those listed above, and may vary from $500 to $5,000 per employee.

Delta Area Development, Inc. (DADI)

DADI provides many services to businesses by serving as a one-stop center for businesses seeking to expand or relocate to the area. DADI serves as an advocate for business, provides market, economic, demographic, labor force, utility and tax information on Delta County.

Delta Area Development, Inc. also financially assists expanding or relocating companies utilizing a matrix. The incentive dollars that are allocated to a business depend upon the following criteria:

  • Number of new jobs to be created
  • Wage per hour (including benefits) to be paid to each employee
  • Capital investment by the company

Incentives may vary from $100 to $5,000 per employee, and may be negotiated to be paid on an incremental basis over an agreed upon period of time.

 Delta-Montrose Vocational Technical Center (DMAVTC)

The Delta-Montrose Vocational Technical Center (DMAVTC) has been an active participant in the adult education of Delta County residents since 1977. The college has created quality technical training programs geared toward both the employer and the student. Whether it is employee retraining or new skills training, many of the courses may be taken in a self-paced format where students can begin courses anytime during the semester.

The college’s customized on-site job skill training brings the courses to the company. Their goal is to provide high quality education and training that effectively supports business and industry, and enhances the economic development of the region. Students are given hands-on experience in state-of-the-art technology (on campus or on-site), as well as exposure to various aspects of business in their career field. Current courses include: Agricultural and Industrial Mechanics, Business Office Administration, Criminal Justice, Cosmetology, Engineering Design/Drafting Technology, Farm & Ranch Business Management, and Practical Nursing.
